Maharashtra is exploring the Hybrid Annuity Model for a Rs 70,000 crore project to transfer water from Konkan to the Godavari basin. The strategy could also be applied to another Rs 80,000 crore project in Vidarbha. Solar panels are being considered to generate income and support project maintenance.
