Govt's AI framework may favour tech secretariat over a regulator

The upcoming AI governance framework may introduce a "technical secretariat" to coordinate policies across government departments and connect stakeholders. This marks a shift from the earlier plan of establishing a dedicated AI regulator. Unlike a regulator, the secretariat will be housed in the Ministry of Electronics and Information Technology and will provide technical advice without enforcement powers.
