WHO Director-General Tedros Adhanom Ghebreyesus has declared Ebola outbreaks in Congo and Uganda as an international public health emergency following over 300 suspected cases. The WHO clarified these outbreaks do not equate to a pandemic emergency, advising against closing international borders.
